前言

根据《西藏自治区市场监督管理局办公室关于下达2021年第二批推荐性地方标准制修

订计划的通知》(藏市监办〔2021〕139号),切实加强对建筑节能设计和施工的技术指导,

加强民用建筑节能工程的管理,保证工程质量,西藏自治区住房和城乡建设厅组织力量,总

结了国内民用建筑进行节能设计的实践经验,分析了我区民用建筑节能的现状,吸收了国内

其他地区编制节能标准的先进技术经验,在充分征求意见的基础上,通过反复讨论、修改与

完善,制定本标准。

本标准主要内容包括:1.总则;2.术语;3.基本规定;4.建筑方案;5.围护结构;6.被动

式太阳能利用;7.设备系统;8.可再生能源利用;9.节能改造;10.施工。

本标准由西藏自治区住房和城乡建设厅负责管理,由中国建筑科学研究院有限公司负责

具体技术内容的解释。本标准在执行过程中如有意见或建议,请随时将有关意见和建议反馈

1总则

1.0.1为贯彻国家和西藏自治区关于建筑节能的政策、法规和标准,提高建筑节

能设计水平,加强民用建筑节能工程的管理,保证工程质量,制定本标准。

1.0.2本标准适用于西藏自治区新建、改建、扩建以及既有建筑节能改造的民用

建筑的节能设计、施工和验收。以下情况的建筑应按下列原则确定本标准对其的

适用条件:

1集体宿舍、托儿所、幼儿园、公寓按居住建筑进行节能设计;

2使用年限在5年以下的临时建筑可不强制执行本标准;

3工厂区内独立的办公建筑、生活配套建筑等应执行本标准公共建筑的规定;

4附建在工业厂房的办公用房等非工业部分,其面积占整个建筑面积的比例

大于等于30%,或面积大于等于1000m2,非工业部分应执行本标准公共建筑的

规定;

5公共建筑中的居住部分,其面积占整个建筑面积的比例不小于10%,且面

积不小于1000㎡,居住部分应执行本标准居住建筑的规定,公共部分应执行本

标准公共建筑的规定;

6用于企业研发和软件开发等的建筑物应执行本标准公共建筑的规定;

7不设置供暖空调设施的建筑,应执行本标准除第5章和第7章7.2节之外

的各项规定;只有局部房间供暖或空调时,供暖或空调房间所在的局部区域应全

部执行本标准公共建筑的规定;

8以下建筑,应执行本标准除第5章关于建筑节能和建筑热工设计的规定之

外对公共建筑的规定:1)独立建造的变(配)电站、锅炉房、制冷站、泵站等

动力站房;2)电子信息系统机房;

9新建民用建筑不执行本标准第9章的规定。

1.0.3民用建筑节能应遵循因地制宜、被动优先、主动优化的原则,选择适宜的技

术和材料,改善围护结构保温隔热性能,提高建筑设备及系统的能源利用效率,

充分利用可再生能源,降低建筑能耗。

1.0.4民用建筑节能除应符合本标准的规定外,尚应符合国家和西藏自治区现行

有关标准的规定。
