引言
为增强城镇民用建筑电气火灾防控能力,减少电气火灾危害,根据《中华人民共和国消防法》等消
防法律法规,制定本文件。
本文件的技术内容,以城镇民用建筑电气火灾原因鉴定结论为基础,总结我国城镇民用建筑用电
特点、电气火灾事故教训、电气火灾隐患特征和电气故障参数,针对性提出电气火灾风险评价方法,可
用于指导城镇民用建筑电气火灾风险评价、隐患排查与治理工作,推动提高城镇民用建筑消防安全
水平。

1范围
本文件规定了城镇民用建筑电气火灾风险评价的内容、步骤、要求和结论。
本文件适用于城镇民用建筑(以下简称“民用建筑”)的电气火灾风险评价,农村民用建筑及其他建
筑的电气火灾风险评价参照执行。

下列术语和定义适用于本文件。
3.1
民用建筑电气火灾风险评价riskassessmentofelectricalfiresincivilbuilding
通过检查发现民用建筑电气系统及安全用电管理存在的电气火灾风险和隐患,并对建筑的电气火
灾风险等级进行判定的过程。
4评价内容
4.1基本要素
民用建筑电气火灾风险评价的内容应包括对于安全用电管理单元和电气系统单元的评价。
4.2安全用电管理单元
4.2.1安全用电管理单元的评价应包括下列项目:
a)用电安全责任制;
b)安全用电管理制度;
c)人员资质;
d)维护管理。
4.2.2用电安全责任制项目的评价应包括下列分项中具有电气火灾风险的子项:
a)用电安全管理责任部门设置;
b)用电安全责任人的设置;
c)用电安全责任制的建设。
