本文件适用于以下类型搅拌设备的设计、制造与使用:
a) 热沥青混合料搅拌设备;
b) 冷料搅拌设备(例如用于生产水泥稳定碎石混合料、冷拌沥青混合料的设备);
c) 沥青或非沥青再生材料搅拌设备;
d) 沥青砂胶搅拌设备,也包括天然沥青搅拌设备。
这些类型的沥青混合料搅拌设备也适宜通过另外的设施[例如用于储存结合料(例如沥青的、合成的、植物的)的设备]进行组合或扩展。
本文件不包括在工作过程中移动的设备(例如移动式沥青砂胶搅拌设备)和破碎机。
本文件涉及了搅拌设备预定使用时和在制造商合理预见的误用条件下使用时,与搅拌设备直接相关的所有重大危险。本文件规定了消除或减小重大危险所产生风险的适当技术措施。
本文件不适用于生产水泥混凝土和砂浆的设备。
本文件未涉及易燃气体导致的危险。

本文件按照GB/T1.1—2020《标准化工作导则第1部分:标准化文件的结构和起草规则》的规定
起草。
本文件代替GB/T30752—2014《道路施工与养护机械设备沥青混合料搅拌设备安全要求》,
与GB/T30752—2014相比,除结构调整和编辑性改动外,主要技术变化如下:
a)更改了适用范围(见第1章,2014年版的第1章);
b)更改了术语和定义(见第3章,2014年版的第3章);
c)更改了安全要求和/或措施(见第4章,2014年版的第5章);
d)更改了通道设施等要求(见4.2,2014年版的附录C);
e)更改了混合料搬运装置的相关要求(见4.17,2014年版的附录A);
f)更改了安全要求和/或措施的验证(见第5章,2014年版的第6章);
g)更改了使用信息要求(见第6章,2014年版的第7章);
h)增加了控制系统安全相关部件的性能等级(见附录B);
i)更改了最小通道开口要求(见附录C,2014年版的附录B);
j)增加了活动式格栅的要求(见附录D);
k)增加了散状物料用固定带式输送机安全要求(见附录E);

本文件规定了生产交通路线(道路、飞机场等)、挡水工程、水坝墙壁、涵洞等施工和维护用材料(例
如热拌沥青混合料、冷拌沥青混合料、水泥稳定碎石混合料)的固定式和可迁移式搅拌设备的安全
要求。
