1范围
本文件确立了移动终端动漫运营及服务的基本原则,规定了人员、服务保障、权益保障、服务内
容、服务协议以及服务质量评价与改进的要求。
本文件适用于移动终端动漫运营商为各类用户提供的动漫运营和服务。

3术语和定义
下列术语和定义适用于本文件。
3.1
移动终端动漫平台mobileterminalanimationandcomicsplatform
动漫类App、小程序、M站、H5站等全部移动终端客户端以及随技术发展出现的新形态向用户提
供的各项动漫内容或服务的载体。
注1:App是应用程序(Application)的缩写,指安装在智能手机、平板电脑等移动设备上的软件程序。
注2:M站是指一种聚合动画、漫画程序,集合动漫、游戏等相关的弹幕音频、视频、二次元图片等信息。
注3:H5站是HTML5技术开发网站的缩写,它支持多媒体格式,具有跨平台特性。
3.2
移动终端动漫产品mobileterminalanimationandcomicsproducts
授权人独立创作的、通过移动终端动漫平台上传的原创动漫内容或二创类内容,以及创作过程产生
的全部资料、素材。
注:包括但不限于每一部作品的标题、故事大纲、脚本/台词、角色关系、人物形象、服饰造型、场景等。
3.3
移动终端动漫运营商mobileterminalanimationoperators
依托移动互联网,以移动终端为内容呈现载体,进行动漫内容运营的服务商。
3.4
移动终端动漫运营数据mobileterminalanimationandcomicsoperationdata
用户、投稿人在使用移动动漫平台服务中产生的相关信息。
注:包括但不限于用户或投稿人提交的数据、操作行为形成的数据及各类交易数据等。
4基本原则
4.1移动终端动漫运营商依据国家法律法规、部门规章、政策文件的规定,开展业务运营和服务。
4.2移动终端动漫运营商建立完善的组织架构、专业的技术队伍和高效的管理体系,保障业务的正常
运行和持续发展。
4.3移动终端动漫运营商建立健全网络与信息安全保障体系,保证运营过程中用户信息安全、网络安全。
4.4移动终端动漫运营商遵循公平竞争、诚信经营原则,避免从事不正当竞争、损害用户利益等行为。
