前言

根据《北京市规划委员会“十二五”时期城乡规划标准化工作规划》和北京市质量技术监督

局《关于印发2015年北京市地方标准制修订项目计划的通知》(京质监发〔2015〕22号)的要

求,编制组在广泛调查研究、认真总结实践经验、参考有关国际标准和国外先进标准、吸取科研

成果以及广泛征求意见的基础上,修订本规程。

本规程的主要内容是:1.总则;2.术语和符号;3.基本规定;4.地基和基础;5.多层砌

体房屋;6.多层和高层钢筋混凝土房屋;7.内框架和底层框架砌体房屋;8.单层工业厂房;9.单

层砖柱厂房与空旷房屋;10.预制装配式大板房屋;11.内浇外砌、内浇外挂结构房屋;12.消

能减震技术加固;13.隔震技术加固;14.外套结构加固。

本规程修订的主要内容是:

1.取消了关于建筑抗震鉴定的内容;2.新增了砌体结构后张预应力加固、内浇外砌和内浇

外挂结构房屋加固、消能减震技术加固、隔震技术加固、外套结构加固的内容。

本规程中以黑体字标志的第3.0.3条为本规程强制性条文,以斜体字为标志的第5.3.13、6.3.1、

6.3.4、6.3.7、7.3.1、9.3.1、9.3.5条为国家(行业)相关标准强制性条文,均必须严格执行。

本规程由北京市规划委员会归口管理,北京市建筑设计研究院有限公司负责具体技术内容的

解释,标准日常管理机构为北京市建筑设计标准化办公室。

1总则

1.0.1为贯彻执行《中华人民共和国建筑法》和《中华人民共和国防震减灾法》,实行以预防为

主的方针,减轻地震破坏,减少损失,使既有建筑的抗震加固做到抗震安全、经济、合理、有效、

实用,制定本规程。

1.0.2本规程适用于北京市行政区域内既有建筑的抗震加固,不适用于新建建筑工程的抗震设计

和施工质量评定。既有建筑的抗震加固应采用建筑所在地的抗震设防烈度。古建筑和有行业特殊

要求的建筑,其抗震加固应遵循专门的规定进行。

1.0.3既有建筑的抗震加固设计、施工及验收,除应符合本规程的规定外,尚应符合国家及北京

市现行有
