适用于室内使用的、在正常气候条件下安装的付费电能表(即在适用的情况下与指定的匹配插座一起安装)。
付费电能表是将所有的主要功能单元与任何指定的匹配插座集成在一个外壳中来实现的。也有多设备的付费装置,其各主要功能部分(如:测量部分、用户接口单元、令牌载体接口、负荷开关及附加接口等)是在一个以上的外壳中实现的。
本文件也定义了适用于付费电能表的功能要求,包括附录A中关于预付费操作模式的资料性基本功能要求和试验。对实际应用中可出现的相对广泛的功能、选项、替代方案和实施方式进行了补充。付费电能表的多样性和功能,阻碍了针对所有这些要求的详细试验方法的规范。

引言
GB/T(Z)47790《电测量付费系统》为电测量设备付费系统提供标准化,拟由下列6个部分
构成。
——第21部分:标准化框架。目的在于确定电测量付费系统标准化架构,为制造商和用户进行对
比和评估提供互操作。
——第31部分:特殊要求静止式有功付费电能表(0.5级、1级和2级)。目的在于计量能耗并
根据消耗的电能或运行时间来减少可用信用值。
——第41部分:标准传输规范(STS)单向令牌载体系统应用层协议。目的在于确定付费计量
系统的单向令牌载体系统的应用层协议,提供标准传输规范,以明确销售点(POS)设备与付
费表之间的传输信息要求和格式。
——第42部分:交易参考号(TRN)。目的在于定义编码规则、接口协议及安全机制,为电测量付
费系统提供统一的交易标识解决方案。
——第51部分:标准传输规范(STS)单向数字和磁卡令牌介质的物理层协议。目的在于规范
设备编码,确保售电系统内使用的加密密钥能安全地产生、保存、检索和传递。
——第52部分:标准传输规范(STS)直接本地的双向虚拟令牌载体的物理层协议。目的在于
规定客户端和服务端传输售电金额数和其他管理信息的通信协议。
付费电能表适用的范围是当用户和供应商在支付价格上达成某种协议时,付费电能表控制供电的
中断或恢复。付费电能表是付费系统的一部分,系统通过令牌载体将付费信息作为令牌,在售电网和
付费电能表之间进行传输,这个过程也包括电能表计费。
付费电能表的功能是测量能耗并根据消耗的电能或运行时间来减少可用信用值。付款给供电企
业后,可用信用值增加,而电能表会持续计算用户所持有的可用信用余额。当可用信用值降低到和付
费模式相关的预设值时,负荷开关动作以切断供电。然而,付费电能表具有一些其他特点,如防止或延
迟开关的断开、将后续的电能消耗限制到低负荷状态。这种“社会的”特点包含提供紧急信用安排、工
作于固定付费模式和指定时段不断电。
通过付费(通常以现金形式)和依靠某种特定类型的系统,用户在单用令牌载体上得到具有和付
费等价的专用令牌,这些值被记入可重用令牌载体,或者通过某个通信网络,将令牌直接传输到电能表
(即所谓的虚拟令牌载体)。使用“单向”和“双向”数据传输系统,并且令牌载体为:例如智能卡或其他
电子设备或磁卡的物理设备,利用远程通信系统传送令牌信息的虚拟令牌载体,以书面形式发布并通
过表上按键输入数字序列的数字令牌载体。

本文件适用于新制造的、准确度等级为0.5级、1级和2级的直接接入式静止式有功付费电能表,
该电能表用于测量频率在45Hz至65Hz范围内的交流电能消耗,且电能表中包含用于根据电能表中
保持的可用信用的当前值来中断或恢复负荷电力供应的电源控制开关。本文件不适用于连接端子上
的电压超过1000V(对于多相系统电能表,指线对线电压)的静止式有功付费电能表。
