城市轨道交通公共安全防范评价
1范围
本文件规定了城市轨道交通公共安全防范评价一般要求、评价流程、评价指标、评价方法与结果、
评价报告编制等要求。
本文件适用于城市轨道交通建设单位、运营单位及评价机构开展评价工作。

3术语和定义
下列术语和定义适用于本文件。
3.1
城市轨道交通公共安全防范urbanrailtransitpublicsafetyprecautions
以保护公众利用城市轨道交通出行安全、恶意和非恶意的人身安全、人员疏散安全、信息安全为目
的,综合运用人力防范、实体防范和技术防范等管理方法和技术构成的防范系统。
3.2
治安保卫internalsecurityandsecurity
企业、事业单位、机关和社会组织在法律法规规定范围内使用的手段和措施,维护组织内部的治安
秩序,保障经济与文化业务发展安全,控制或制止危害组织资产安全和人身安全的组织行为。
注:简称安保。
3.3
信息采集样本数量numberofsamplescollectedforinformation
在评价中需要采集的信息为相同属性/性质,以及与其属性中的相同内容的数量集合。
4一般要求
4.1受评价单位涉及的人员与防范设施和装备包括:
a)用于公共安全防范建设的设备、传输、供电和应用管理软件、安保处置和防护装备;
b)负责研究、规划、指挥/处置、组织、协调的部门和人员;
c)负责落实公共安全防范各项工作及保障任务的部门和人员。
4.2评价内容包括人力防范、实体防范、技术防范三个分部系统。
4.3各分部系统中评价项和其指标下的评价要素可根据受评价单位的具体情况做增项(要素)调整,对
不涉及受评价单位承担主体责任的内容,应由受评价单位提供对接保障单位的情况,参与评价指标内
容。在评价工作方案中应明确由评价分部、评价项和评价要素构成的详细评价指标体系表。评价单位
(机构)编制的工作方案应与受评价单位沟通,并得到其认可。
4.4各评价项应根据受评价单位的工作责任内容和范畴进行编制,不应回避可能不符合项而减除应评
价项内容。
