医疗机构智慧院区建设规范
1范围
本文件定义了医疗机构智慧院区建设规范,内容包括技术架构、部署架构、功能层、中枢层、神经
层、感知层以及安全与服务。

3.1
智慧运营中心intelligentoperationcenter
应用云计算、大数据、建筑信息模型、数字平台等技术,通过业务分析、辅助决策、安全态势感知、
风险预警、协同作业、调度指挥等智慧化场景应用,实现院区的可感、可视、可管的物理空间。
3.2
智慧作业中心intelligentworkcenter
智慧作业中心围绕医院后勤业务以作业角色为中心,通过业务作业中心与前端人员统一协作实现全
院业务可管、可控。
3.3
人工智能artificialintelligence(AI)
研究、开发用于模拟、延伸和扩展人的智能理论、方法、技术及应用系统的一门新的技术学科。
4建设原则
4.1智慧院区数字化、信息化、智能化建设与管理,应做到技术先进、安全可靠、经济合理、节约能源、
确保高质量发展。
4.2智慧院区建设应遵循以人为本、以服务为中心的原则,满足医院规划科学、建设有序、运营高效、
通行快捷、安全绿色的需求。

4.3智慧院区建设除应符合本文件的规定外,尚应符合国家GB50314-2015智能建筑设计标准的有关规
定。
5技术架构
图1智慧院区技术架构图
智慧院区技术架构如图1所示,应符合以下要求。
a)智慧院区技术架构应充分满足智慧医院运营管理建设的功能要求,整体架构宜采用层次化架构
设计。
b)智慧院区技术架构应包括功能层、中枢层、神经层、感知层以及安全与服务体系。
c)智慧院区感知层的数据采集,神经层的数据传输,中枢层的数据汇聚、处理及分析,功能层的
数据使用等应能满足医院的智慧化运营和管理要求。
d)智慧院区运营管理配置应按照智慧院区技术架构图的总体规划,并根据功能层智慧应用的需要
选择配置中枢层以及功能层的能力,且中枢层和功能层应具有可扩展功能。
e)智慧院区功能层、中枢层、神经层、感知层以及安全与服务体系建设,宜采用国产化设备、系
统进行建设。

智慧院区建设应满足多院区场景建设要求,部署架构如图2所示:
a)总院智慧院区技术架构应包括完整的功能层、中枢层、神经层与感知层;
b)分院区类型1(独立型)智慧院区架构可包括功能层、中枢层、神经层与感知层;
c)分院区类型2(紧密型)智慧院区可包括中枢层,神经层,感知层,功能层可由总院统一建设。
7功能层
7.1智慧运营中心
智慧运营中心是智慧院区的展示层,通过跨院区、跨部门、跨系统的数据汇聚,做到全院运行态势
可感、可视。
智慧运营中心宜包括下列内容:总体态势、运营态势、安防态势、消防态势、通行态势、环境态势、
能效态势、资产态势、设施态势。
7.1.1总体态势
总体态势宜包含院区各部门、各子系统数据资源,对院区安防、人车通行、消防安全、环境、能效、
资产、设施等领域的核心指标进行态势监测与可视化分析,支持将实时数据监测以及历史数据分析,以
逐时曲线、时域统计柱图等形式,呈现数据的变化趋势,显现规律,支持决策。
