前言

为贯彻落实党的十九大精神,推动《北京城市总体规划(2016年-2035年)》

实施,根据《北京市“十三五”时期城乡规划标准化工作规划》和北京市市场监

督管理局《2021年北京市地方标准制修订项目计划(第一批)》(京市监发〔2021〕

19号)的要求,规程编制组经广泛调查研究,认真总结实践经验,吸取科研成果,

并在广泛征求意见的基础上,制定本规程。

本规程的主要技术内容是:1.总则;2.术语和符号;3.基本规定;4.地震

作用和作用效应计算;5.地震时正常使用建筑的性能目标及设计;6.消能器的技

术性能;7.消能减震结构设计;8.消能部件与结构的连接构造;9.消能部件的施

工、验收和维护;10.隔震支座的技术性能;11.隔震结构设计;12.建筑与机

电隔震构造;13.隔震分部工程的施工、验收和维护;14.建筑物地震反应观测系

统和隔震建筑监测系统。

本规程中第3.1.8条及13.3.5条为强制性条文,必须严格执行。

本规程由北京市规划和自然资源委员会、北京市市场监督管理局共同负责管

理,由北京市规划和自然资源委员会归口并负责组织实施,北京市规划和自然资

源标准化中心负责日常管理,北京市建筑设计研究院有限公司负责具体技术内容
