本文件规定的体系也能适用于其他无损检测方法或已界定为无损检测方法的某种新技术,但前提是制定一个完整的认证方案,并且这一方法或技术已制定了国际、区域或国家标准,或者这一新的无损检测方法或技术已被证明是有效的且令认证机构满意。
注1:术语“工业”是指医学领域应用之外的领域。
注2:CEN/TR 14748给出了无损检测资格鉴定方法的指导。
注3:本文件规定的是对第三方合格评定方案的要求。这些要求不直接适用于第一方或第二方的合格评定,但也可参考本文件的相关部分。
注4:术语“直接视觉检测”是指观察者眼睛与检测区域之间有连续不间断光路,观察者不使用工具或设备(例如反射镜、内窥镜、光纤等)而进行的检测。
注5:不包括基于其他无损方法的应变计算。

前言
本文件按照GB/T1.1—2020《标准化工作导则
第1部分:标准化文件的结构和起草规则》的规
定起草。
本文件代替GB/T9445—2015《无损检测
人员资格鉴定与认证》,与GB/T9445—2015相比,
除结构调整和编辑性改动外,主要的技术变化如下:
a)增加了申请人、认证周期、认证过程、认证要求、能力、考试、考试要素、高等教育、无损检
测人员、心理测试过程、证明人、结构化信用积分系统、结构化的工业经历程序、工作活动的
术语和定义(见3.1、3.7、3.8、3.9、3.10、3.12、3.14、3.17、3.26、3.32、3.35、3.43、
3.44、3.46);更改了基础考试要素、通用考试要素、主要方法考试要素、实践操作考试要
素、重新认证、考试试样的术语和定义(见3.3、3.16、3.21、3.31、3.34、3.41,2015年版的
3.2、3.10、3.14、3.22、3.35、3.30);
b)增加了独立性、公开认证计划和说明、考试中心考试、非固定场所考试、认证、培训机构、授
权主考人、监督、确认高等教育经历、证明人、结构化信用积分系统、报考人年龄的要求[见
5.2.2b)、d)、i)、j)、l)、o)、q)、r)、s)、t)、u)、v)、w)、x)、y)];更
改了培训课程的要求[见5.2.2e),2015年版的5.2.2b)];
c)增加了授权资格鉴定机构、考试中心的批准监管[见5.3f)、h),2015年版的5.3.1];
d)删除了考试中心的部分要求[见2015年版的5.4.1f)];
e)删除了雇主参加资格鉴定考试的要求(见2015年版的5.5.2);
f)更改了报考人的报考要求(见5.6,2015年版的5.6);
g)增加了主考人的要求(见5.8);
h)增加了证明人的要求(见5.9);
i)更改了经雇主授权后3级人员职责(见6.3.2,2015年版的6.3.2);
j)增加了理论学习采用远程学习、自学或组合的方式(见7.2.2);
k)更改了最低培训要求(见表2,2015年版的表2);
l)增加了泄漏检测、磁粉检测、超声检测、射线检测中特殊技术培训要求(见表2);
m)更改了报考人的最低工业经历要求(见表3,2015年版的表3);

1范围
本文件规定了采用以下工业无损检测(NDT)方法实施人员资格鉴定与认证的要求。
a)声发射检测;
b)涡流检测;

3术语和定义
下列术语和定义适用于本文件。

申请人applicant
提交申请参加认证过程(3.8)的人员。
3.2
授权的资格鉴定机构authorizedqualifyingbody
独立于雇主(3.11)的、经认证机构(3.6)授权的负责准备和管理考试(3.12)的机构。
3.3
基础考试要素basicexaminationelement
3级的书面考试(3.12)之一,以
考核报考人(3.4)对材料科学和加工工艺、不连续类型、资格鉴
定(3.33)与认证体系,以及与2级要求相当的无损检测方法(3.25)的基本原理等方面所具有的
知识。
注1:有关资格鉴定三个等级的说明见第6章。
注2:资格鉴定与认证体系在本文件中有规定。
3.4
报考人candidate
满足指定条件且被允许参加认证过程(3.8)的申请人(3.1)。
3.5
证书certificate
由认证机构(3.6)按本文件规定颁发的书面证明、卡片或是其他材料(如数字证书),表明持证人
员满足认证要求(3.9)的文件。
3.6
认证机构certificationbody
按规定的要求,管理认证程序的机构。
3.7
认证周期certificationcycle
从发证之日到重新认证(3.34)所允许的最长期限,且包含证书延期(3.36)时间。
3.8
认证过程certificationprocess
包括申请、评估、认证决定、证书延期(3.36)、重新认证(3.34)和证书(3.5)及标识的使用等
内容,认证机构(3.6)确定个人满足认证要求(3.9)的活动。
3.9
认证要求certificationrequirement
包括制定建立或维持认证的计划等一系列规定的要求。
3.10
能力competence
运用知识和技能实现预期成果的能力。
3.11
雇主employer
雇佣报考人(3.4)的法律实体。
注:报考人可自我雇佣。

考试examination
通过一种或多种方式评估报考人(3.4)能力(3.10)的方法。

经认证机构(3.6)批准可实施考试(3.12)的机构。

主考人examiner
具有考试(3.12)所需的专业判断能力,执行考场监考和评分的人员。

通用考试要素generalexaminationelement
书面考试(3.12),1级或2级,涉及到无损检测方法(3.25)的原理。

高等教育highereducation
高中教育后在理工科领域的正规学习。

工业经历industrialexperience
在相关门类(3.37)的无损检测方法(3.25)中,在监督(3.45)情况下进行的获得满足资格鉴定
(3.33)规定技能和知识的工作活动(3.46)。
3.19
监考人invigilator
经认证机构(3.6)授权监督考试(3.12),但不参与评估报考人(3.4)能力(3.10)的人员。
3.20
岗位培训job-specifictraining
为了给予操作授权(3.30),由雇主(3.11)(或其代理)给予证书(3.5)持有人的、与雇主产品
相关的无损检测、无损检测设备、无损检测工艺规程(3.27),以及适用的法规、标准、规范(3.40)
和工艺规程等方面内容的培训。
3.21
主要方法考试要素main-methodexaminationelement
以考核报考人(3.4)在其所申请认证的工业或产品门类(3.37)方面的通用和专业知识,以及编写
该无损检测方法(3.25)的无损检测工艺规程(3.27)的能力3级的书面考试(3.12)之一。
3.22
选择题multiple-choiceexaminationquestion
给出可能的答案,其中仅一项是正确的选项,其余为不正确或不完全正确的选项的题目形式。
3.23
无损检测作业指导书NDTinstruction
依据所指定的标准、法规、规范(3.40)或无损检测工艺规程(3.27)编写的含有详细检测步骤的
书面说明。
3.24
无损检测介质NDTmedia
检测过程中使用的可以使缺欠或伤指示明显的材料。
示例:磁粉、反差增强剂、着色渗透剂、显像剂。
3.25
无损检测方法NDTmethod
无损检测中应用某种物理原理的学科。

无损检测人员NDTpersonnel
从事无损检测的人员。
3.27
无损检测工艺规程NDTprocedure
为对产品实施无损检测而按标准、法规或规范(3.40)的要求来编写的含有全部基本参数和注意事
项的书面说明。
3.28
无损检测技术NDTtechnique
无损检测方法(3.25)的一种特定的应用方式。
3.29
无损检测培训NDTtraining
与所申请认证的无损检测方法(3.25)相关的理论和实践操作的教学过程,且培训课程符合认证机
构(3.6)批准的培训大纲的要求。
3.30
操作授权operatingauthorization
根据认证的范围,由雇主(3.11)授权给个人实施指定工作而颁发的书面证明。
注:这种授权依赖于所提供的岗位培训(3.20)。
3.31
实践操作考试要素practicalexaminationelement
以考核报考人(3.4)实施检测的能力和熟练程度的实践操作技能的评定。
3.32
心理测试过程psychometricprocess
为验证考试(3.12)公正、可信任,并区分个体是否胜任的统计过程。
3.33
资格鉴定qualification
验证教育、培训和工作经验。
3.34
重新认证recertification
通过参加考试(3.12)或者满足认证机构(3.6)颁布的其他再认证准则而使证书(3.5)重新生效
的过程。
3.35
证明人referee
证明报考人(3.4)工业经历(3.18)有效性的个人。
3.36
证书延期renewal
在首次考试(3.12)、补考或重新认证(3.34)考试通过之后一直到5年的任何时候,证书重新生
效的过程。
3.37
门类sector
需要特定的与产品相关的知识、技能、设备或培训,并使用专门的操作方法的特定工业或生产工艺
的领域。
注:一个门类解释为一类产品(焊接件、铸件)或一个行业(航空航天、在役检测)。见附录A。

重大中断significantinterruption
持证人员在与其等级相对应认证的方法和门类(3.37)的工作活动(3.46)中,发生连续时间超过
1年或累积时间超过2年的脱离或变动。
注:法定假期或病假或少于30d的培训,不计入中断时间。
3.39
专业考试要素specificexaminationelement
应用于某一特定门类(3.37),包括被检产品及其法规、标准、规范(3.40)、工艺规程和验收准
则等方面知识的检测技术的1级或2级的书面考试(3.12)。
3.40
规范specification
阐明要求的文件。
3.41
考试试样specimen
可能还包括射线照相底片和数据集,并且在所适用门类(3.37)的典型被检产品中具有代表性的实
践操作考试(3.12)所用的样件。
注:一个试样能包含一个以上的被检区域或体积。
3.42
考试试样标准检测报告specimenmasterreport
据此对报考人(3.4)的检测报告进行评分,在与实践操作考试(3.12)所规定的同等条件[设备类
型、设置、技术、考试试样(3.41)等]事先获得的体现最佳检测结果的典型答案。
3.43
结构化信用积分系统structuredcreditsystem
用于替代证书延期(3.36)或重新认证(3.34)考试(3.12),建立报考人(3.4)无损检测工作活
动(3.46)的积分系统。
3.44
结构化的工业经历程序structuredexperienceprogram;SEP
认证机构(3.6)批准的用于减少工业经历(3.18)的程序。
3.45
监督supervision
指导其他无损检测人员(3.26)实施包括检测准备、检测实施和报告结果等无损检测行为的监管。
3.46
工作活动workactivity
执行无损检测相关的功能和任务。
