1范围
本文件主要规定了洞庭湖区(湖南省部分)水系连通工程评价的术语、指标选取原则、评价工作流
程、评价指标、评价方法、评价指标数据调查与监测、评价报告编制等内容。
本文件适用于洞庭湖区(湖南省部分)水系连通工程实施前,区域水系连通的现状评价和工程实施
后的效果评价。

3术语和定义
下列术语和定义适用于本文件。
3.1
洞庭湖区DongtingLakearea
是指长江荆江河段以南,湘、资、沅、澧四水尾闾控制站湘潭、桃江、桃源、石门以下,黄海高程
50米以下的洪泛平原和水网地区。
3.2
水系连通Waternetworkconnection
在自然和人工形成的江河湖库水系基础上,维系、重塑或新建水流连接通道,维持流域水文循环、
物质循环和能量循环,以支撑经济社会可持续发展。
3.3
水系连通性Waternetworkconnectivity
河道干支流、湖泊及其他湿地等水系的连通情况,反映水流的连续性和水系的连通状况。
3.4
水系连通工程Waternetworkconnectionproject
是指为了维系或新建各类水体之间的水流通道,通过建设渠道、闸坝和泵站等水利工程,构建空间
均衡、循环流动的自然-人工的水系网络。
3.5
结构连通性Structuralconnectivity
是指水系的空间格局及其物理连通性状况。

水力连通性Hydraulicconnectivity

是指水系在水动力特性层面的连通状况,反映了水体或溶质的实际流动水平。
3.7
水功能区Waterfunctionalzone
是指为满足人类对水资源合理开发、利用、节约和保护的需求,根据水资源的自然条件和开发利用
现状,按照流域综合规划、水资源保护和经济社会发展要求,依其主导功能划定范围并执行相应水环境
质量标准的水域。
