前言
“十四五”期间上海将引领长三角区域港航协同发展的步伐,全面深入建设全
球领先的国际航运中心。内河港口作为上海国际航运中心建设的重要组成部分,其
标准化水平的提升,是内河航运向着更高质量发展的重要体现,也为在“管为本、
重体系、补短板”指导思想下建设上海综合交通体系提供了支撑和保障。
本规范由上海市港航事业发展中心、上海中交水运设计研究有限公司等共同编
制完成。编制组经广泛调研,总结工程实践经验,参考国家及行业有关标准,并在
充分征求意见的基础上制定本规范。
本规范共分10章,其内容有:总则,规范性引用文件,术语,基本规定,港
口总平面,港口设施结构外观,港口涂装,码头附属设施,港口安全、节能及环保,
绿色低碳技术与智慧港口技术等章节。
请各有关单位在执行过程中,注意总结经验、积累资料,若有意见或建议,请

1总则
1.0.1为提升上海市内河港口标准化水平,统一技术要求,改善外观形象及硬件设
施条件,推进港口节能环保工作,促进上海市内河港口符合“资源节约型、环境友
好型”两型港口建设的总体发展要求,制定本规范。
1.0.2本规范适用于上海地区装卸普通货物及危险品的内河港口的标准化提升和
改造,客运旅游码头、港航服务码头及公务码头等可参照执行。
1.0.3上海市内河港口标准化建设工作,应贯彻“全面评估,统筹设计,阶段实
施,逐步提升”的工作方针。
1.0.4上海市内河港口标准化建设除执行本规范外,尚应按照现行有关标准、规范
或管理规定执行。

3术语
3.0.1标准化Standardization
通过采取技术措施,使港口作业区在外观形象、绿色节能及安全环保水平等方
面获得改善,并满足相关政策、法规及规范的要求,进而提升内河港口的整体水平。
3.0.2港口功能区PortFunctionalArea
组成内河港口平面的各个区域,包括码头区域、道路与堆场区域、生产和辅助
生产建筑物区域等。
3.0.3结构外观StructuralAppearance
指港口作业区总体及水陆域主要设施易于看到的外在形象。
3.0.4涂装Painting
为使港口设施及设备达到美观、统一等视觉效果,并建立统一的视觉形象标识
系统,对其表面进行色彩涂刷。

4基本规定
4.1基本要求
4.1.1内河港口标准化建设应统筹规划,综合考虑技术、经济等因素,合理平衡当
前改造的紧迫性和后续改善的持续性,充分利用现有设施进行优化提升。
4.1.2内河港口标准化建设应提高港口外观形象、绿色节能、安全环保等方面的水
平,做到有序、规范,整体相互协调。
4.1.3内河港口标准化提升过程中,应积极探索利用绿色低碳技术和智能化信息
等新技术,助力内河港口升级发展。
4.2评估
4.2.1开展内河港口标准化提升工作,应参考现行国家及行业标准的相关要求对港
口现状情况作出评估。评估报告应委托具有相应经验、技术条件和能力,信誉良好
的机构编制。
4.2.2应针对如下主要港口设施进行评估:水工建筑物,陆域建筑物,道路及堆场,
给排水设施及消防设施,供电,照明设施及安全环保设施等。评估的主要内容包括:
港口总平面布置合理性,港口主要设施结构外观完好程度,港口涂装标准化,港口
安全、节能及环保等是否满足本规范中相关要求。
4.2.3评估结果存在下列情况时,应结合本规范的相关要求进行标准化改造:
1港口整体外观环境较差,港区内各功能区边界不明显;
2码头等水工建筑物存在破损;
3码头附属设施缺失、损坏;
4港口设施涂装缺失、不规范;
5环保、节能、安全设施不满足相关规定或规范要求等。
4.2.4评估结果存在下列情况时,宜进行标准化改造:
1道路及堆场区域存在塌陷、变形、损坏、积水等明显缺陷;
2建构筑物有明显裂缝、变形,外部粉刷脱落,钢结构锈蚀,门窗破损等;
3给排水设施不规范设置等;
4供电设施、照明设施不规范设置等;
5存在其他需进行标准化建设情况等。

5港口总平面
5.1一般规定
5.1.1内河港口外观应与周边环境相协调,各功能区应结合现行《河港总体设计规
范》(JTS166)的要求合理布置。
5.1.2港口作业区陆域应按生产区、辅助生产区等使用功能分区布置。功能区内部
布置应合理紧凑。
5.1.3陆域平面布置应结合装卸、生产工艺流程和自然条件合理布置各种运输系
统,并应合理组织港区货流和人流,减少相互干扰。
5.1.4码头、堆场、仓库及道路之间应边界清晰,必要时设置围栏等隔离措施。
5.1.5管线等可充分利用道路两侧及绿化带等区域布置。
5.1.6危险品码头根据码头防火分级和装卸货种的火灾危险性,结合具体条件,以
保证安全、有利于应急处置为原则合理布置,并应设置防火、防爆、防泄漏和防止
事故扩大、蔓延的安全设施。
5.2水工建筑物
5.2.1码头的泊位长度应满足船舶安全停泊和装卸作业的要求。
5.2.2卸船码头应布置停放清舱机、抓斗的位置。
5.2.3码头后方宜设置工具库,临时存放小型流动作业器械。
5.3道路及堆场
5.3.1码头储运易起尘的干散货时,堆场宜集中布置,并宜与其他货种隔离。其装
卸、输送和堆存机械设备应采用技术先进、密闭性能好、运行费用低的除尘抑尘方
式。
5.4给排水及消防设施
5.4.1 给排水、消防管道宜埋地或者暗装。
5.4.2水带、水枪、水泵等移动式给排水设施宜设置集中堆存区域,并便于取用。
5.4.3港区消防设施设置位置宜明显、醒目、便于取用,指示消防设施位置的标志
应能在火灾断电时发光(粘贴发光标志)。

5.5供配电及照明设施
5.5.1照明设施应能覆盖作业区、道路、堆场、场地等功能区域,并充分利用大型
机械安装的照明灯具作为局部照明。
5.6其他
5.6.1码头、堆场、仓储等场所产生的污染物宜按类别集中治理。
5.6.2宜根据港区内现状条件对绿地进行统筹规划,港区建筑物周边可种植乔木、
灌木或者花卉等,并可选用藤本植物进行垂直绿化。

6港口设施结构外观
6.1一般规定
6.1.1港口作业区主要设施一般包括水工建筑物、陆域建筑物、道路及堆场、给排
水设施及消防设施、环保设施、供电及照明设施等。
6.1.2港口主要设施在满足安全使用及现行行业规范的前提下,结构外观应整体
完好,无明显变形、位移、破损等。
6.2水工建筑物
6.2.1当水工建筑物外观整体完好,变形、位移略超出设计允许范围,但不影响正
常使用时,宜加强监测,视情况采取维护措施;当存在明显的变形、位移、裂缝、
破损等情况时,应在进行检测后及时修复、补强等措施,改造后应满足《水运工程
质量检验标准》(JTS257)等相关规范要求。
