本文件由全国北斗卫星导航标准化技术委员会(SAC/TC544)归口。

引言
标准时间广泛应用于通信、交通、金融以及科学研究和国防建设等诸多方面,影响着人类生产生活
的方方面面,在现代社会中发挥着不可替代的作用。GB/T45434旨在明确中国标准时间产生、管理与
服务的准则,拟由7个部分构成。
——第1部分:通则。目的在于确立适用于中国标准时间的产生、保持、比对、发布和授时服务的
基本要求。
——第2部分:元数据。目的在于确立适用于中国标准时间产生与发布涉及数据资源的内容和格
式,定义元数据实体及元数据属性。
——第3部分:公报。目的在于确立适用于中国标准时间公报编制的方法和要求。
——第4部分:基准钟。目的在于确立适用于中国标准时间产生的基准钟的报数、使用和评估等
相关要求。
——第5部分:比对链路。目的在于确立适用于中国标准时间产生的北斗/全球卫星导航系统
(GNSS)、卫星双向和光纤时间频率比对链路的使用、管理与维护等相关要求。
——第6部分:发播。目的在于确立适用于技术机构发播中国标准时间信号的要求。
——第7部分:监测。目的在于确立适用于技术机构监测中国标准时间信号的要求。

本文件规定了中国标准时间公报的一般要求、公报结构及数据项信息。
本文件适用于中国标准时间公报的编制与应用。

CST:中国标准时间(ChinaStandardTime)

4一般要求
CST公报应使用规范的术语和定义及真实可靠的数据信息,数据单位应采用我国法定计量单位,
量和单位的表示应符合GB3100、GB/T3101、GB/T3102.1的相关要求,数值表示应符合GB/T8170
的要求,不确定度评定应符合JJF1059.1的要求。
CST公报数据和内容应采取审查和复核的制度,保证公报的准确性和权威性。
CST公报发布周期一般为1个月。
