定起草。
本文件是GB/T45434《中国标准时间》的第1部分。GB/T45434已经发布了以下部分:
——第1部分:通则;
——第2部分:元数据;
——第3部分:公报。
请注意本文件的某些内容可能涉及专利。本文件的发布机构不承担识别专利的责任。
本文件由中央军委装备发展部提出。
本文件由全国北斗卫星导航标准化技术委员会(SAC/TC544)归口。
本文件起草单位:中国计量科学研究院、中国卫星导航工程中心、北京卫星导航中心、北京无线电

引言
标准时间广泛应用于通信、交通、金融以及科学研究和国防建设等诸多方面,影响着人类生产生活
的方方面面,在现代社会中发挥着不可替代的作用。GB/T45434旨在明确中国标准时间产生、管理与
服务的准则。拟由七个部分构成:
——第1部分:通则。目的在于确立适用于中国标准时间的产生、保持、比对、发布和授时服务的
基本要求。
——第2部分:元数据。目的在于确立适用于中国标准时间产生与发布涉及数据资源的内容和格
式,定义元数据实体及元数据属性。
——第3部分:公报。目的在于确立适用于中国标准时间公报编制的方法和要求。
——第4部分:基准钟。目的在于确立适用于中国标准时间产生的基准钟的报数、使用和评估等
相关要求。
——第5部分:比对链路。目的在于确立适用于中国标准时间产生的北斗/全球卫星导航系统
(GNSS)、卫星双向和光纤时间频率比对链路的使用、管理与维护等相关要求。
——第6部分:发播。目的在于确立适用于技术机构发播中国标准时间信号的要求。
——第7部分:监测。目的在于确立适用于技术机构监测中国标准时间信号的要求。

1范围
本文件规定了中国标准时间的产生、保持、比对、发布和授时服务要求。
本文件适用于中国标准时间的产生、管理与服务。

3.1术语和定义
GB/T39267和JJF1180界定的以及下列术语和定义适用于本文件。
3.1.1
基准钟primary/secondlyfrequencystandard
国际单位制秒或秒次级定义的复现装置。
3.1.2
钟组时标clockensembletimescale
由各守时实验室提供的原子钟及比对链路数据,经加权平均计算得到的自由原子时。
3.1.3
中国原子时Chinaatomictime
由中国标准时间守时实验室联合产生的钟组时标以PSFS或UTC为参考调整后产生的时间。
3.1.4
中国标准时间Chinastandardtime
中国原子时闰秒调整之后的时间。
注:CST的起点为2020年1月1日0点0分0秒(UTC),单位采用国际单位制秒(s)。

中国标准时间物理时physicalrealizationofChinastandardtime
中国标准时间守时实验室建立并保持的CST的物理实现。
注:中国标准时间物理时用CST(k)表示,其中k为实验室所在单位代号。目前,中国标准时间守时实验室包括北
京无线电计量测试研究所(BIRM)、北京卫星导航中心(BSNC)、中国计量科学研究院(NIM)和中国科学院国
家授时中心(NTSC)。
