引言

为规范供配电建设项目工程总承包管理过程和活动,提高工程总承包管理水平,推进工程总承包

管理与国际接轨,特制定本文件。

本文件为电力勘测设计行业工程总承包企业在开展供配电工程总承包项目管理时遵照执行的新

编团体标准。

本文件在编写过程中,遵照了有关工程建设和项目管理的国家标准,调研了电力勘测设计行业供

配电项目工程总承包管理的现状和实践,汲取了其他行业工程总承包管理的经验和做法。

1范围

本文件适用于工程总承包企业和项目组织对供配电项目的设计、采购、施工、试运行等全过程的

管理。

本文件适用于35kV及以下电压等级的供配电项目的工程总承包管理。

3术语和定义

下列术语和定义适用于本文件。

3.1

项目集群projectcluster

为实现组织的整体或部分战略目标,便于进行有效管理而组合在一起的项目。

4工程总承包管理的组织

4.1通则

4.1.1供配电工程根据合同金额、实施地域、实施周期、合同关联性的不同,可采用单一大型复杂项目

部(以下简称“复杂项目”)、项目集群、单一简单项目部(以下简称“简单项目”)三种形式组织。

a)合同金额较大、建设周期较长的单个供配电工程宜采用复杂项目的管理方式,复杂项目宜设

立二级部门,具体组织应执行T/CEPPEA5002。

b)当数个供配电工程合同金额较低、地域接近、实施周期有交叉且关联性较强时,可考虑采用项

目集群的管理方式。

c)除4.1.1和4.1.2规定以外的单个供配电工程宜采用单一简单项目部的管理方式,项目部的组

织应简化高效,具体执行4.4。

4.1.2企业应建立与供配电工程相适应的项目管理组织,并行使项目部管理职能,实行项目经理负

责制。

4.1.3企业应采用项目管理目标责任书的形式,并明确项目目标和项目经理的职责、权限和利益。项

目经理宜采用项目管理目标责任书的形式,明确项目集群中各单体项目的目标和项目负责人的职责、

权限与利益。

4.1.4项目经理应根据企业法定代表人授权的范围、时间和项目集群管理目标责任书中规定的内容,
