1范围
本文件确立了自然科学与技术领域科技成果评估的原则,规定了评估内容,并描述了评估方法及
流程。
本文件适用于自然科学与技术领域的基础研究类、应用研究类、技术开发和产业化类科技成果的评
估活动,其他类型的科技成果评估可参考使用。
2规范性引用文件
下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文
件,仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改单)适用

3术语和定义
GB/T40148界定的以及下列术语和定义适用于本文件。
3.1
科技成果scienceandtechnologyachievement
通过科学研究与技术开发产生的具有一定学术价值或应用价值的成果。
注:自然科学与技术领域的科技成果通常分为基础研究成果(3.3)、应用研究成果(3.4)、技术开发和产业化成
果(3.5)三种类型。
3.2
科技成果评估scienceandtechnologyachievementevaluation
在科技成果产出、管理、转移转化或推广应用等过程中对成果开展的各类专业化评价与咨询活动。

基础研究成果fundamentalresearchachievement
为了获得关于客观现象和可观察事实的基本原理和规律,或为解决经济社会发展和国家安全中的基
础科学问题所开展的实验性或理论性研究形成的成果。
注:基础研究成果通常分为自由探索类和目标导向类。
