前言
本文件按照GB/T1.1—2020《标准化工作导则第1部分:标准化文件的结构和起草规则》的规定
起草。
本文件代替GB/T33695—2017《地面气象要素编码与数据格式》,与GB/T33695—2017相比,除
结构调整和编辑性改动外,主要技术变化如下:
——删除了“字段”和“乘数因子”的定义(见2017年版的3.1、3.2);
——更改了“数据帧”的定义(见3.1,2017年版的3.3);
——增加了“命令帧”的定义(见3.2);
——更改了观测要素编码,将顺序字母组成的观测要素编码修改为基于观测类别的编码(见第4章,
2017年版的4.3.2);
——更改了观测码编码和后缀编码中的统计量,将统计量单独编码(见5.1、5.3,2017年版的
4.3.3、4.3.4);
——增加了采样值编码、序列编码(见5.2、5.4);
——更改了设备标识,将四位字母组成的设备标识位修改为基于观测类别或观测值的编码(见
第6章,2017年版的6.2.2.8);
——更改了状态类编码,将状态类编码内容进行了扩展(见第7章,2017年版的5.3.2、
5.3.3、5.3.4);
——增加了元数据编码(见第8章);
——更改了数据帧,将原数据帧中观测和状态内容分别形成观测数据帧和状态数据帧,并增加元
数据帧(见第9章,2017年版的第6章);
——更改了命令帧,将命令帧内容进行了扩展(见第10章,2017年版的第7章);
——更改了附录,将附录内容进行了扩展,同时依据正文重新编码(见附录A~附录E,2017年版
的附录A~附录F)。

1范围
本文件规定了地面气象观测的观测类别、观测数据、设备类型、状态数据、元数据等的编码规则,以
及传输交互的数据帧和命令帧格式。
本文件适用于地面气象观测设备的设计和观测数据的处理、存储及传输。

下列术语和定义适用于本文件。

设备端进行数据传输的协议单元。

设备端进行命令传输的协议单元。
4观测类别编码
观测类别编码采用4位大写英文字母。地面气象观测类别编码应符合表1的规定。
