河北雄安新区管理委员会改革发展局组织制定了《雄安新区
变配电站规划设计规范》等3项雄安新区地方标准,会同河北雄
安新区管理委员会规划建设局联合发布了《雄安新区食品站药品
站设计标准》1项雄安新区地方标准,现予以通告(详细目录见
附件)。
本通告可通过中国雄安官网()“政务信
息”中进行查询,标准文本可从标准图书馆网站

前言
本标准根据河北雄安新区管理委员会改革发展局《关于印发
雄安新区地方标准立项项目计划的通知》的要求,由河北雄安新
区管理委员会规划建设局组织编制,项目编号:GCJS202102。
本标准共7章和1个附录,主要技术内容包括:1.总则;2.
术语;3.建筑;4.采暖通风与空气调节;5.给水排水;6.电气;7.
通信。
本标准由河北雄安新区管理委员会规划建设局负责具体技术
内容的解释,由河北雄安新区管理委员会改革发展局负责管理。

1总则
1.0.1为满足战时群众所需的日常食品和药品需要,加强食品和药
品分配过程中的储备和供应功能,确保战时防护安全和稳定,使人
民防空食品储备供应站和药品储备供应站工程设计符合安全、合理、
适用、经济等要求,制定本标准。
1.0.2本标准适用于新建或改建的人民防空食品储备供应站(以下
简称食品站)和药品储备供应站(以下简称药品站)工程设计。
1.0.3食品站和药品站设计必须贯彻“长期准备、重点建设、平战
结合”的方针,坚持人防建设与经济建设协调发展、与城市建设相
结合的原则,服务于“战时防空、平时服务、应急支援”的使命任
务。设计中应采取相应措施,使食品站和药品站工程建设在战备效
益的前提下,充分发挥社会效益和经济效益。
1.0.4食品站和药品站设计除应执行本标准外,尚应符合现行的有
关国家标准、行业标准的规定。

2术语
2.0.1人民防空食品储备供应站foodstorageandsupplystation
worksofcivilairdefence
简称食品站。是保障战时留城人员应急食品供应的人防工程,
主要承担战时食品的收货验收、整理、储存、检查、盘点、分配、
出库、信息管理等工作。
2.0.2人民防空药品储备供应站drugstorageandsupplystation
worksofcivilairdefence
简称药品站。是保障战时留城人员应急药品供应的人防工程,
主要承担战时药品的收货验收、整理、储存、检查、养护、盘点、
分配、出库、信息管理等工作。
2.0.3应急食品emergencyfood
战时方便食用且耐储存的食品。
2.0.4应急药品emergencydrug
战时卫生防疫、伤病员救护中使用的医用药品。
2.0.5防护区blastspace
人民防空工程中由与防护密闭门、防爆波活门相连接的临空
墙、外墙围合而成的区域。
2.0.6染毒区airtightlessspace
人防工程中能抵御预定的爆炸动荷载作用,但允许染毒的区
域。
2.0.7收货区receivingspace
2
到库食品或药品入库前核对、查验等作业的区域。
2.0.8储存区storagingspace
用专门器具或捆扎形式储存、保管食品或药品的区域。
2.0.9发货区shippingspace
食品或药品集中待运的区域。
2.0.10验收室acceptanceroom
存放相关仪器、设备或养护材料,在食品或药品验收入库、在
库检查、养护中,对食品或药品进行检查、监控的场所。
2.0.11辅助房间subsidiaryroom
战时生活设施、设备设施等辅助房间,包括通风、给排水、供
电、防化、通信等专业设备房间、厕所、盥洗室、水库、水箱间、
泵房、防化通信值班室、配电间、防化器材储藏室等。
2.0.12室外机防护室protectiveroomforoutsidesystem
装有空调室外机的专用房间。
3
3建筑
3.1一般规定
3.1.1食品站和药品站工程的任务和规模应分别符合下列规定:
1食品站主要承担战时食品的收货验收、整理、储存、检查、
盘点、分配、出库、信息管理等工作。食品站按不小于1500平方米
且不大于2000平方米的规模设置;
2药品站主要承担战时药品的收货验收、整理、储存、检查、
养护、盘点、分配、出库、信息管理等工作。药品站按不小于800
平方米且不大于2000平方米的规模设置。
3.1.2与食品站和药品站平时和战时功能无关的设备房间应设置在
防护区之外。穿过人防围护结构的管道应符合下列规定:
1与食品站和药品站无关的管道不应穿过人防围护结构;上
部建筑的生活污水管、雨水管、燃气管等不得进入食品站和药品站;
2当供水、消防、排水、供热、冷媒等管道穿过食品站和药
品站的顶板或临空墙时,其公称直径不宜大于150mm;穿过门框墙
时,其公称直径不应大于80mm;
3管道及其穿过的人防围护结构应采取防护密闭措施。
3.1.3食品站和药品站的防水设计应符合下列规定:
1食品站和药品站的防水设计不应低于现行国家标准《地下
工程防水技术规范》GB50108规定的防水等级一级标准;
2单建或结建形式的食品站和药品站其上部建筑范围内的顶

板均应采用防水混凝土,当有条件时宜附加一种柔性防水层。
3.1.4食品站和药品站的室内装修设计应符合下列规定:
1室内装修应选用防火、防潮的材料,并应满足防腐、抗震、
环保及其他特殊功能的要求,且应符合现行国家标准《建筑内部装
修设计防火规范》GB50222的规定;
2顶板的底面不应抹灰;平时设置吊顶时,应采用轻质、坚
固的龙骨,吊顶饰面材料应方便临战时拆卸;
3清洁区的顶棚材料应防止虫害和霉菌孳生,地面应平整防
滑,墙面、地面均应易于清洗;
4密闭通道、防毒通道、洗消间、滤毒室、除尘室、扩散室
等染毒区的房间、通道,其墙面、顶面、地面均应平整光洁,易于
清洗;
5除地下汽车库停车位部分外,设置地漏的房间和通道,应
采取防水、防滑的构造措施,并设排水坡坡向地漏。其楼地面宜低
于相邻楼地面15mm,并应采用不吸水、易冲洗、防滑的面层材料;
6柴油发电机房、通风机房、水泵间及其他产生噪声和振动
的房间,应根据其噪声强度和周围房间的使用要求,采取相应的隔
声、吸声、减振等措施。
3.2防护标准和选址
3.2.1食品站和药品站的防护级别和人员配置应按表3.2.1确定。

3.2.2食品站或药品站应按一个防护单元设计,可不划分抗爆单元。
其防护区的最大建筑面积不应大于2000m2。坑地道工程防护区最
大建筑面积可扩大30%。
3.2.3食品站和药品站的选址应符合以下规定:
1距离生产、储存易燃易爆物品厂房、库房不应小于50m;
距离有害液体、重毒气体的贮罐不应小于100m;
2应设置在进出方便和战时电源、水源有充分保障的地方;
3应避开城市重要目标;
4不应选择对食品有显著污染的区域;
5不应选择有害废弃物以及粉尘、有害气体、放射性物质和
其他扩散性污染源不能有效清除的区域;
6不宜选择易发生洪涝灾害的地区,难以避开时应设计必要
的防范措施。
3.2.4食品站和药品站宜单独修建,可与其他设施结合修建。
3.2.5食品站和药品站应与相邻人防工程或人防干道设置战时连通
口。

3.3主体要求
3.3.1食品站和药品站平面设计应做到功能分区合理,路线清晰,
运输方便,避免交叉。食品站平面布局流线应满足食品装卸-理货-
收货入库-验收-整理-储存-盘点分配-发货出库-食品装卸等工艺流程
的需要;药品站平面布局流线应满足药品装卸-理货-收货入库-验收-
整理-储存-养护-盘点分配-发货出库-药品装卸等工艺流程的需要。
3.3.2食品站和药品站应由装卸理货区、收货区、储存区、发货区、
口部用房、管理服务房间等功能分区组成。收货区、发货区可兼顾
设置,储存区与收货区、发货区应隔开布置。其中收货区、发货区
总面积不宜超过收货区、发货区、储存区面积之和的10%。每个分
区及房间的的最小使用面积及主要设施,应根据附录A确定。
3.3.3储存区、收货区、发货区按人工堆垛设计时净高不应小于
2.1m,使用叉车堆垛时净高不应小于3.0m。其他区域的净高不应小
于2.0m。
3.3.4食品站和药品站储存区可根据物品的储存条件设置普通库、
冷藏库,并配备必要的加热、冷藏等设施。
3.3.5普通库室内温度不做要求;冷藏库室内温度为2~10℃;各
库房相对湿度应保持在35~75%之间。
3.3.6食品站和药品站战时宜设置安全防范设施和仓库管理系统。
3.3.7装卸平台宜靠近坡道入口或物资垂直运输井。卸货平台设计
应符合下列规定:
1卸货平台宽度不应小于2.50m;当采用叉车搬运时宽度不应
小于4.00m;

2室外卸货平台上方宜设置雨篷,雨篷应高出运输车顶部至
少500mm,雨篷宽度宜超出卸货平台宽2.00m;
3卸货平台边缘顶面高出平台下地面0.70m~1.20m,可根据需
要设置高度调节板。
3.3.8收货区的设置应符合以下要求:
1应设有管理间和警卫室;
2采用叉车搬运时,应设有叉车充电间兼做叉车检修间;
3应设有不小于6m×6m临时堆放场地;
4与坡道入口或物资垂直运输口之间宜设有洞口不小于2.4m
×3m的供叉车通行的战时通行口,洞口两侧应设置防护密闭门和
密闭门各一道。
3.3.9储存区的设置应符合以下要求:
1储存区的面积和空间应与供应能力相适应,便于货架安置、
清洁消毒、物品存储及人员操作;
2储存区宜采用托盘或料箱形式。物品宜存放在托盘或货架
上,不应直接接触地面,宜采用机械化搬运。单个货架宽度为
0.30m~0.90m,宜两架并靠成组;
3贮存物品堆垛应与墙、屋顶(房梁)、库房散热器或供暖管道
的间距均不小于300mm,与地面的间距不小于100mm;
4通行理货的内部通道采用叉车搬运时不宜小于2.4m,采用
人工搬运时不宜小于1.5m;
5冷藏库要做到门窗严密、保温、不漏气;
6储存区内电瓶车行速不应超过75m/min,其通道尽头宜设置
不小于6m×6m的回车场地;

7储存区应设有不小于6m2的特殊物品库,专门存放有特殊
需要的食品或药品;
