1范围
本文件给出了机动车驾驶人考试场地布局规划的基本原则、工作流程、规划范围和年限、考试现状
调查、考试现状分析、考试需求预测、规划指标确定和考试场地布局规划方案设计。
本文件适用于新建机动车驾驶人考试场地的布局规划,也适用于对已有机动车驾驶人考试场地布
局合理性的评估。

3术语和定义
GA1026、GA1029界定的以及下列术语和定义适用于本文件。
3.1
自建考场self⁃builtdrivertestplace
公安机关申请财政资金建设并由公安机关交通管理部门自行管理使用的机动车驾驶人考场。
3.2
社会考场socialdrivertestplace
除自建考场之外的其他机动车驾驶人考场。
4基本原则
4.1开展机动车驾驶人考场(以下简称“考场”)布局规划要以考试需求为导向,遵循布局均衡、高效便
民、有序建设的基本原则。
4.2考场布局规划宜统筹考虑以下因素:
a)社会经济、人口特征、机动化水平、驾驶人特点;
b)道路交通基础条件及安全水平;
c)区域内现有考场分布及考试能力;
d)未来机动车驾驶人考试需求;
e)区域或城市规划;
f)公安交通管理综合或者专项规划。
4.3考场布局规划工作宜满足社会、经济和环境等综合效益。

考场布局规划工作流程见图1。

6规划范围和年限
6.1根据行政区划、管辖区域等确定考场布局规划需覆盖的范围。
6.2根据考试工作目标、公安交通管理规划要求和区域整体规划要求等确定考场布局规划的年限。
一般包括近期规划和中远期规划,近期规划宜为3年~5年,中远期规划宜为5年~10年。
7考试现状调查
7.1调查内容
7.1.1基本数据调查
基本数据调查宜包括规划区域内过去5年~10年以下内容:
a)经济发展数据,包括增长率、经济结构、发展趋势、发展规划等;
b)常住人口保有量、增长率,以及年龄、性别、职业等结构特征;

c)道路交通基本情况,包括机动车保有量及变化趋势、机动车驾驶人保有量及道路里程及变化
趋势等;
d)各准驾车型考试数量、结构特征、发展趋势等;
e)其他相关数据。
7.1.2考场现状调查
考场现状调查宜包括规划区域内以下内容:
a)科目一和科目三安全文明驾驶常识考场数量、考台数量和考场位置分布;
b)科目二考场数量、考试车数量和考场位置分布;
c)科目三道路驾驶技能考场数量、考试车数量和考场位置分布;
d)自建考场和社会考场数量;
e)过去1年内各考场每月考试计划天数、每月实际考试天数、每月考试计划人数、每月实际考试
人数、备案的考试能力。
7.1.3考试员现状调查
考试员现状调查宜包括规划区域内当前以下内容:
a)不同级别考试员数量和年龄结构;
b)科目三道路驾驶技能考试可执考车型;
c)考试员岗位执业交流要求。
7.1.4考试效率现状调查
考试效率现状调查宜区分不同准驾车型、不同科目,包括规划区域内当前以下内容,相应计算公式
见附录A:
a)人均考试时间;
b)考试合格率;
c)考试积压率;
d)考试月不均系数等。
7.2调查方法
考试现状调查可采用数据统计、现场勘查、问卷调查、查阅资料、访谈座谈、专家调查、抽样调查等
方式开展。
