定起草。

引言

为进一步提升水运工程施工标准化建设与管理水平,规范施工行为,加强施工现场管理,提高安全

生产管理水平,促进文明施工,保证施工质量,制定本标准。

本标准共24章和1个附录:第1章为适用范围;第2章为规范性引用文件;第3章为相关术语解

释;第4章至第14章为主要对工程施工区工地、施工单位及监理单位驻地建设、主要施工设施建设等

提出需考虑的因素,提出现场安全文明施工与环保、水保工作要点,并绘制标准化图示用以推广;第

15章至第24章为施工工艺内容,主要给出港口、船闸、航道主体工程施工中涉及的安全技术条件、易

忽视环节、质量控制关键措施、通病防治措施等要素内容,以提升实体质量和精细化水平;附录A为资

料性附录。

1范围

本文件给出了湖南省大中型水运工程项目关于工地建设、文明施工、施工管理、施工工艺等方面施

工标准化的工作指南。

本文件适用于工程总造价在5亿元以上或合同总额在2亿元以上的大中型水运工程,小型水运建设

项目可参考实施。

3术语和定义

下列序语和定义适用于本文件。

3.1

水运工程marinetrafficengineering

以港口工程、航道工程、通航建筑物工程等及其辅助和附属工程为主的工程项目。

3.2

施工标准化standardizationofconstruction

把精细、规范、统一的科学管理应用到施工过程中,实现施工现场规范化、科学化、程序化、信息

化的行为。

3.3

指南guideline

给出某主题的一般性、原则性、方向性的信息、指导或建议的文件。

3.4

首件工程firstproject

指在工程项目施工中,首次施工的分项工程,用于研究施工工艺的合理性,以及人员、设备、操作

方法和施工工艺耦合的科学性的试验工程。

3.5

危险源hazard

可能导致人身伤害和(或)健康损害的根源、状态或行为,或其组合。

3.6

危险源辨识hazardidentification

对危险源的识别,对其性质加以判断,对可能造成的危害、影响进行提前进行预防,以确保生产的

安全、稳定。

3.7

港口portengineering

是水陆运输工具的衔接点和货物、旅客的集散地。包括码头、护岸、堆场、道路以及各种装卸设备

以及配套设施。

3.8

码头dock

位于江河、湖泊、水库,专供轮船或渡船停泊,让乘客上下、货物装卸的建筑物。

3.9

堆场yard

用于堆存货物的专用露天场地。

3.10

船闸shiplockengineering

利用向两端有闸门控制的航道内灌、泄水,以升降水位,使船舶能克服航道上的集中水位落差的厢

形通航建筑物。包括闸首、闸室、输水系统、闸门、阀门、引航道等。

3.11

闸首lockhead

将闸室与上、下游引航道或将相邻两级闸室隔开,具有挡水、过船功能的结构物。

3.12

闸室lockchamber

修建在水道的集中落差处,利用灌泄水设施控制水位升降以输送船舶的水工建筑物。

3.13

引航道navigablechannel

位于通航建筑物的上游和下游,引导船舶安全出入等候通过建筑物的一段过渡性航道。

3.14

船闸闸门lockgate

装置在船闸闸首上,用于挡水的闸门。

3.15

航道整治channelregulation

为改善航道条件、提高尺度,所采取的炸礁、疏浚和构建整治建筑物等工程措施的总称。

3.16

疏浚工程dredgingworks

采用人力、机械力或水力的施工方法,为拓宽、加深水域而进行的水下土石方开挖工程。

3.17

吹填reclamation

将挖泥船挖取的泥沙,通过排泥管线输送到指定地点进行填筑的作业。

3.18

炸礁reefblasting

为整治航道、改善航行条件而进行的岩石爆破。

3.19

护岸工程revetmentworks

保护被整治河段的岸坡,防止水流、波浪侵蚀的工程。

3.20

坝头dikehead

丁坝、顺坝、导堤向河的端部。

坝根dikeroot

丁坝、顺坝、锁坝、导堤等与岸连接的部分。

4施工总布置

4.1一般原则

4.1.1施工单位应根据经审批的施工组织设计所确定的施工总平面布置方案实施施工现场分区布置。

4.1.2施工分区布置应考虑施工活动对周围环境的影响,避免噪声、粉尘等污染对敏感区(如学校、

住宅区等)的危害。

4.1.3不得将施工驻地建在险崖、滩地、沟口等危险地带,应远离洪水、泥石流威胁,避开取(弃)

土场地、高压线路、通信线路及高大树木,并保持一定的安全距离。

4.1.4用于布置临建的施工场地,其整平高程应能满足防洪要求。如地势低洼,又无法填高时,应设

置防汛堤和排水泵站、涵闸等设施,并考虑清淤措施。

4.1.5生产性临时设施包括拌和系统、钢筋加工厂、模板加工厂、构件预制厂、便道、便桥等,满足

安全生产要求是至关重要的,并应与生活办公区域做好隔离。

4.1.6施工场地所有区域应保证排水良好,合理设置排水坡,布置排水沟。

4.1.7施工便道及施工临时设施场地应进行硬化,满足文明施工要求。

4.1.8工程集中施工区域应设置围挡,与周围设施隔离,并实行门卫制度。航道工程等分散布置施工

区可不设置围挡,但应做好区域安全管理工作。

4.1.9主体施工区、主要生产性临时设施、主要施工道路等部位应根据功能需求设置相适应的照明设

施。

4.1.10施工现场应按规范设置标志与标牌。

4.2选址

4.2.1施工场地选择宜综合考虑地形、地质条件,场内外交通布置,给水、供电、防洪、排水等因素,

尽量选择地形平坦宽阔、靠近主体工程区域、地质条件好、交通便利的场地。

4.2.2应合理利用地形,合理使用场地,布置应尽量紧凑,减少占地面积和施工准备工程量。

4.2.3场地应避开不良地质地段,场地上、下边坡应稳定可靠。避开易产生滑坡体危害和受爆破影响

严重的地区。

4.2.4施工场地各地段之间、各地段与施工区之间,交通联系宜简捷方便。

4.2.5各种施工设施的布置应能满足主体工程施工工艺要求,避免干扰。

4.2.6分期布置应适应各施工期特点,注意各施工期之间工艺布置的衔接和施工的连续性,避免迁建、

改建和重建。
