引言
《中共中央关于坚持和完善中国特色社会主义制度推进国家治理体系和治理能力现代化若干重
大问题的决定》《中共中央国务院关于加强基层治理体系和治理能力现代化建设的意见》等文件中强
调以信息化创新引领城市发展转型,全面推进新一代信息通信技术与新型城镇化发展战略深度融合,
提高城市治理能力现代化水平,实现城市可持续发展的新路径、新模式、新形态。为深化“放管服”改
革,满足人民群众对政务服务均等化、便捷化需求,按照公安部《关于进一步推进“互联网+公安政务服
务”工作的实施意见》的要求,充分借鉴各警种、各地公安机关运用“互联网+”思维和方法创新开展公
安政务服务的实践经验,紧贴国家政务服务一体化建设规划,编制本文件。
为科学评价城市公共安全信息应用的发展成效,本文件聚焦与城市运行管理服务密切相关的公安
行政管理服务领域,围绕“互联网+公安政务服务”在治安管理服务、交通管理服务、出入境管理服务等
方面的应用,基于可靠性、兼容性、共享性、安全性、易用性、便捷性、实用性、有效性等八个评价维度,给
出城市公共安全信息应用评价指标,建立城市公共安全信息应用指标计算模型,构建一套客观、公正的
评价体系,对城市公共安全信息应用效能进行评价,有助于实现智慧城市服务成效评价的系统化、科学
化、标准化,更好服务于智慧城市的建设和运营,同时有利于进一步提高用户对智慧城市建设的理解程
度和参与水平,推动城市向更加智能、和谐的方向可持续发展。

公共安全信息应用publicsecurityinformationapplication
各级公安机关运用互联网、大数据、云计算、人工智能、区块链等技术手段,整合各类政务服务资
源,优化管理结构和服务流程,通过网上大厅、办事窗口、移动客户端、自助终端等多种形式,结合第三
方平台,为自然人和法人(含其他组织)提供综合性、一体化的公共安全信息服务和政务办理。
4评价范围
4.1概述
本文件中城市公共安全信息服务主要包括治安管理服务、交通管理服务和出入境管理服务。
4.2治安管理服务
治安管理服务包括但不限于:
——治安、户政等公安行政管理业务在互联网上办理;
——治安管理便民宣传服务;
——民用枪支弹药制造、配售企业和配置使用单位提供边界接入平台信息采集服务;
——民用爆炸物品、烟花爆竹安全管理相关行政许可在线办理。
4.3交通管理服务
交通管理服务包括:
