1范围

本文件给出了社交电子商务各相关方及其关系,规定了社交电子商务平台经营者、推广者、卖家、

电子支付服务提供者、物流服务提供者、消费者服务及售后和安全的管理要求,并描述了对应的证实

3术语和定义

GB/T38652界定的以及下列术语和定义适用于本文件。

3.1

社交电子商务平台socialE⁃commerceplatform

为参与社交电子商务经营活动的相关方提供网络经营场所、信息发布及递送、商品浏览、订单生

成、在线支付、数据处理等服务,供交易双方或者多方独立开展交易活动的信息网络系统。

注:仅提供网络接入、网络社交、网络直播等网络服务或技术服务的信息网络系统除外。

社交电子商务经营者socialE⁃commerceoperator

基于社交电子商务平台(3.1),从事社交电子商务经营活动的自然人、法人和非法人组织。

注:社交电子商务经营者包括社交电子商务平台经营者、卖家、推广者、电子支付服务提供者和物流服务提供者等。
