前言
为贯彻落实党的十九大精神,推动《北京城市总体规划(2016年-2035
年)》实施,按照《北京市“十三五”时期城乡规划标准化工作规划》和原北京
市质量技术监督局《关于印发2018年北京市地方标准制修订项目计划的通知》
(京质监发〔2018〕20号)的要求,编制组在广泛调查研究、认真总结实践经
验、吸取科研成果以及广泛征求意见的基础上,完成本标准的编制工作。
本规范的主要技术内容是:1.总则;2.术语;3.建筑;4.结构;5.供暖通风
与空气调节;6.给水排水;7.电气。
本规范以黑体字标志的条文为强制性条文,必须严格执行,包括3.1.2、
3.1.3、3.2.7、3.2.11、3.3.1、3.3.10、3.3.12、3.3.18、3.7.4、3.8.13、
4.1.4、4.5.1、4.6.7、5.2.11、5.4.8、5.4.19、6.2.8、6.2.17、6.5.10、
7.1.3、7.2.6、7.3.7、7.6.8。
本规范修订的主要技术内容是:
1、增加平战结合相关内容,明确人防工程平时使用要求;
2、增加防空警报和高点监控的设计要求;
3、增加人防工程兼作应急避难场所设计要求;
4、增加人防工程标志的设计要求;
5、增加人防工程智能管理设计要求;
6、完善医疗救护工程的设计要求;
7、完善人防建筑面积的计算规则。
本标准由北京市规划和自然资源委员会归口管理,北京市城乡规划标准化办
公室负责日常管理,中国建筑标准设计研究院有限公司负责具体技术内容的解

1总则
1.0.1为使平战结合人民防空工程设计符合战时及平时的功能要求,使其布局合理、功能配
套、体系完整,战时能有效地保护居民,减少空袭造成的损失,平时能为经济建设和人民生活
服务,制定本规范。
1.0.2本规范适用于新建、改建的抗力级别为甲5级(即防常规武器抗力级别5级、防核武器
抗力级别5级)、甲6级(即防常规武器抗力级别6级、防核武器抗力级别6级)结合民用建
筑修建的人防工程设计。
1.0.3人防工程设计应贯彻“长期准备、重点建设、平战结合”的方针,坚持军民融合、人防
建设与经济建设协调发展、与城市建设相结合的原则,在确保人防工程战备效益的前提下,充
分发挥其社会效益和经济效益。
1.0.4人防工程设计除应符合本规范外,尚应符合国家及北京市现行有关标准的规定。

2术语
2.0.1人防工程civilairdefenceworks
为保障战时人员与物资掩蔽、人民防空指挥、医疗救护等而单独修建的地下防护建筑,以
及结合地面建筑修建的战时可用于防空的地下室。主要包括人民防空指挥工程、医疗救护工程、
防空专业队工程、人员掩蔽工程和配套工程,全称为人民防空工程。
2.0.2医疗救护工程worksofmedicaltreatmentandrescue
保障战时对伤员进行早期治疗和紧急救治工作的人防工程。按等级分为中心医院、急救医
院和救护站,全称为人民防空医疗救护工程。
2.0.3防空专业队工程worksofserviceteamforcivilairdefence
保障防空专业队掩蔽和执行某些勤务的人防工程,包括专业队队员掩蔽工程和专业队车
辆掩蔽工程。
2.0.4人员掩蔽工程personnelshelter
主要用于保障人员掩蔽的人防工程,包括一等人员掩蔽工程和二等人员掩蔽工程。
2.0.5配套工程indemnificatoryworks
除指挥工程、医疗救护工程、防空专业队工程和人员掩蔽工程以外的战时保障性人防工程,
主要包括区域电站、区域供水站、人防物资库、食品站、生产车间、人防交通干(支)道、警
报站以及核生化监测中心等工程。
2.0.6防护区protectedspace
人防工程中由与防护密闭门、防爆波活门相连接的临空墙、外墙围合而成的区域。
