引言
在物联网、大数据、人工智能等新一代信息技术迅猛发展与深度应用的浪潮下,“智慧园区”已成为
全球园区演进的新方向、智慧城市落地的关键节点以及数字经济创新的重要载体。在国家层面,党中央、
国务院印发《数字中国建设整体布局规划》等政策文件,将智慧园区列为新型基础设施和绿色低碳转型
的重要抓手,推动智慧产业园区、智慧社区等新业态新模式持续涌现。通过融合新一代信息与通信
技术,对园区建设、运维、服务数据进行全流程处理,可实现园区运营信息化、数智化等目标,构建融合
发展新格局,为园区可持续发展奠定数字底座。
本文件以“系统全面、数据驱动、高效智能、绿色低碳、安全韧性”为核心原则,与同步编写的
GB/T47853《智慧园区评价指标》形成“建设⁃运维”与“评价⁃分级”的配套关系,共同构成“建运评”闭
环。本文件聚焦实施层面,提供智慧园区建设到运维管理的全流程指南;GB/T47853《智慧园区评价
指标》则通过客观与主观评价结合的方式,解决园区建设成效评定问题,为成果检验与持续改进提供
依据。
为贯彻落实国家“双碳”战略和数字中国部署,统一智慧园区建设理念,规范新建及改建园区的信
息化、智能化、绿色化服务,提升园区治理能力与公共服务水平,实现服务数智化、管理精细化、决策智
能化、发展绿色化的园区新形态,助力园区打造核心竞争优势,形成高质量发展新范式,推动园区向生
态化、智慧化、标准化、可持续化方向稳步迈进。
